VESTAVIA BOYS’ REC BASKETBALL RULES

 

 

Section 1.   Except where otherwise specifically set forth in these rules, the AHSAA Manual will be used.

 

Section 2.   Rules specific for Vestavia Hills Basketball League

 

1.       Playing time

a.       All players are to play at least ½ of a regulation game.

b.       If this rule is broken, coaching status will be in jeopardy and subject to suspension and possibly expulsion from coaching youth basketball.

c.       Free substitution is allowed.

d.       All leagues will have substitutions at the 4 minute mark of each quarter.   Play will be stopped during a natural break or dead ball around the 
       4 -minute mark by the officials to allow for substitutions to occur.  

 

2.       Coaches

 

a.       Coaches are expected to conduct themselves as examples for our children.  

b.       Coaches are responsible for controlling the behavior of his/her team as well as parents of the players. Failure to do so may result not only
       with a technical foul, but also suspension of the parents, players, and/or coaches.

c.       Coaches are to remain within the designated coach’s box during the course of the game. Officials may issue a technical if he/she doesn’t comply.

d.       Any complaints about officials should be taken up with the league director and the Basketball Board.

4.       Game time and timeouts

 

a.       Each game will have 8-minute quarters running time.   The clock will stop on all free throws and during the last 2 minutes of each half.  

b.       Each team will have 3 timeouts per game and one additional timeout in the event of overtime.   Any timeouts not used in regulation play will
       not be added to the additional one timeout in overtime
c.       OT : in the regular season: 1 OT will be played for 2 minutes with each team receiving only 1 time out regardless of how many are left
        over from regulation. If still tied then Sudden death will be played with no clock. The first to score wins. At ALL ages foul shots will be
        determined by team fouls.
d.       OT : in the Playoffs: OT quarters will be played for 2 minutes with each team receiving only 1 time out, per period, regardless of how
        many are left over from regulation. A maximum of 3 OT’s before the above sudden death rules apply.

e.       Time between quarters will be 1 minute and a 3-minute half time break will occur.

 

5.       Other rules

 

a.       Violations on pressing in the 1st - 3rd grade league will result in a warning by the official and recorded in the official scorebook.   
       The second and reoccurring violations will result in a technical foul (automatic 2 points). The defense must stay behind the white volleyball
        line until the offensive player crosses the half-court line. At that point, the defense may guard the offensive player. Pressing is allowed in
        the last 2 minutes of the 2nd and 4th quarters and OT.

b.       All grades will shoot free throws if fouled in the act of shooting.

c.       Bonus Free Throws: 7 team fouls each half is a 1 and 1. 10 team fouls each half is a double bonus 2 free throws for all leagues. However,
        in the 1st - 3rd grade leagues, all   non-shooting fouls will be an in bounds ball only until the last 2 minutes of the 2nd qtr , 4th qtr ,
        and overtime periods ONLY. At the 2 minute mark team fouls will determine whether it is 1& 1 or 2 shots.

d.       1st – 5th grade use a 28.5’’ game ball while 6th – 12th grade use a regulation game ball (29.5’’ or 30.0’’).

e.       In the 1st – 5th grade divisions, although the free throw line is at 12’, the lane violation shall encompass the regulation 15’ lane.

f.        Each team is to provide a parent or a child over the age of 14 to keep the scorebook or run the scoreboard for each game.

g.      All bench technicals (INCLUDES CLOCK OPERATOR/BOOKEEPER) will be charged to the head coach.   Two technicals will result in
        ejection from the game and gym.   If a coach or player gets ejected from a game, they will have a 2 game suspension.  

h.       If a coach or player is ejected twice in a season, they will be suspended for the remainder of the season.

i.        Technical fouls on the bench will result in the head coach and assistant coaches sitting for the remainder of the game.
        No exceptions.

j.        All Technical fouls will automatically be rewarded with 2 points in lieu of free throws and possession of the ball.

k.       A pool player list is to be distributed to all coaches by the league director.   These players were selected from the 4th round and below.   
       A team may add a player if their roster for that game drops below 6 players.   The pool player added may not play more than ½ of the
       game unless circumstances occur with foul trouble, injury or illness.   The league director has the sole authority to be able to add or
        eliminate a player from pool play based on ability.

l.        No jewelry (including rings, wristbands, bracelets, necklaces, etc.) is to be worn during game time.

m.     Jamboree rules:   10 minute running clock; no timeouts; no free throws; no score will be kept.

 

6.       Significant rules

 

a.       Please refer to the AHSAA manual on-line for tie-breaking procedures in regards to regular season standings and seedings for the
        end-of-the-season tournament.
b.       Anyone participating in organized school Basketball sports cannot register or participate in our recreational Basketball leagues.   
        (This refers to organized sports in season).

c.       In the event of any schedule changes, Parks & Recreation shall inform the league director as soon as possible.

 

7.       Protests

 

a.       Written protest shall be submitted to the League Director within Twenty-four (24) hours after the completion of the game

b.       The League Director shall submit the written protest at a specially called meeting of the Basketball Board.   This meeting shall be
        called as promptly as possible.

c.       The League Director and the head coach of the team (or teams) involved shall make a presentation to the Basketball Board.

d.       The Basketball Board shall rule on the protest and the decision is then final.

 

 

8.    End of Season Playoffs

           

a.    All teams will make the playoffs

b.    Brackets will be based on the number of teams in your league.

c.    Time and place to be determined by the Commissioner & Parks and Rec.

d.    Seedings will be based on regular season record.

e.    Tie breaking scenario below

 

1.       Head to head competition.

2.       Record against common opponents.

3.       Record against highest seeded common opponent.

4.       Scoring margin against highest seeded common opponent.

5.       If there is tie between 3 or more teams, once a team is eliminated based upon the criteria above, if a tie remains between the remaining teams, we will start back with criteria no. 1 to determine the tie breaker.  For example, if there is a tie between 3 teams that is not decided by criteria 1 (head to head), then when one team is eliminated following the criteria above, then the tie between the remaining 2 teams will be decided by going back to head to head competition and we will go down the list until the tie is broken again. 

6.       All seeding will be determined by the league director based on the criteria above. Any disputes will be resolved by the Basketball Board.

 

 

9.    Selection of All Stars

 

The League Director of each league will be responsible for the selection of All Stars in the following manner:  

 

e.       Age control date is on or before September 1 of the current school year.

f.        Age divisions are 8U, 10U, 12U, 14U, 18U.

g.      The coach of each team shall submit, upon completion of the final regular season game, a list of no more than three (3) players from
       his or her team.  These should be players who have had a high level of play during the season
h.       The coach of the league’s 1st place team in the regular season will be able to pick the first 10 players for his or her team. (The coach
        has the option of having fewer players if he or she so desires).   If there are enough players for a second team, then a coach picked
        by the league director will pick his or her team.
i.        No coach is allowed to pick his child on the first team if they were not in the first 2 rounds of the draft.   That coach has the option of
       coaching the second team if they wish.   If this happens, then the league director shall pick the first team coach.

j.        The league director will be present in any drafting or picking of teams.

k.       The league director will provide all information regarding the selection process to the Basketball Board.

l.        If a vacancy occurs, the coach will inform the league director and consult with him or her for a replacement player.

 

 

These teams will represent Vestavia in all Parks and Recreation league post-season tournament play.   This system is in place to provide
 Vestavia the best opportunity to advance in the local and state playoffs.

 

10.   Appointment of All Star Coach’s

 

m.     The 1st place team in league play will determine the All Star coach.   If a second team is formed, then the other coach will be selected
       by the league director

n.       All assistants will be determined by the tournament coach

o.       The tournament team or teams will represent Vestavia Hills in all post-season play.

 

 

11. Referees- the Basketball Board will determine which association shall be used prior to the season.  

 

12. Parks & Recreation shall assume the following responsibilities:

 

p.       Game facilities and practice schedules

q.      Gym availability

r.        Basketball equipment

s.       Storage

 

13. The Basketball Board will recommend as the penalties and suspensions upon orderly conduct of the league.

 

14. The Basketball Board has the authority to make final decisions on all By-Laws interpretations and any matters concerning the league.

 

15. The Basketball Board may recommend that a coach be suspended for blatant infraction of the rules of conduct.   Any coach under
      consideration for suspension shall have the right to a hearing at a special meeting of the Basketball Board.   This meeting shall be called as
      promptly as possible and the decision of the Basketball Board is final.

 

16. Insurance   Players participating in the Recreation Department Leagues should have accident insurance coverage.   It is the responsibility
     of the parties.   The Department of Parks and Recreation DOES NOT PROVIDE INSURANCE in case of injuries for the players or coaches

 

 

Article VII- TRYOUTS

 

            Section 1.   Tryouts will be held at the beginning of the season according to the rules set forth below

 

a.       The President and League Director will conduct a try-out as soon as possible following registration.

b.       All coaches must attend tryouts to help rate the players.

c.       Each child will be seen in terms of ball handling ability, foul shooting ability, lay-ups and passing skills.   Players may also be put though
       game situations to help evaluate their level of play.

d.       The coaches shall rank each skill from 1-5.   A 5 would be a perfect score on that particular skill.   Point totals will position players for the draft.

e.       The League director is responsible for adding up the totals and ranking each player for draft purposes.

 

 

Article VIII- Draft

 

Section 1.   A draft will be held to determine teams as soon as possible after the tryouts according to the following regulations:

a.       The goal of the League is to distribute player talent as equally as is practical. The draft of participating teams will be an open draft, meaning that players may be selected without regard to the team, league or division in which they played during the previous year.

b.       Prior to the draft, the coaches will rank players for such rounds of each age group as may be appropriate. The League Director and coaches must approve the rankings and the number of rounds ranked prior to the draft.   At a minimum, coaches must rank first and second rounds in their age groups. Coaches’ sons must be designated to a round prior to the beginning of the draft and cannot be ranked lower than the sixth round. Coaches whose sons are ranked in the first or second rounds are required to draft their child in that order for that age group. Coaches whose sons are not included in the first or second rounds for that age group will draw to determine their selection order. (First round picks as is, second round picks as corresponds to first round i.e. 1 thru 8 is first round - your son is ranked 9th, the coach would pick 8th in the first round and 9th (his son) in the second round. If the 8th spot were ranked you would plug in the nearest first round choice that is open (higher number but nearest).  

c.       The order will proceed in serpentine in which the last pick of the first round goes 1st in the second round and so forth.

d.       A coach must choose his son in the round in which he is placed during the player rankings before the draft occurs.

e.       When there are an insufficient number of players to complete the last round, all coaches will draw a number and the coaches drawing the lowest numbers shall select one player each until all players are chosen.   If the number of players on any team falls below the lowest number of players on any team at the conclusion of the draft due to players quitting or season-ending injuries, such team will be able to play a player from a pool of players but no higher than the 4th round.  

f.        At the conclusion of the draft, each coach will draw to determine the order in which he chooses a team name and color of jerseys.

g.      Coaches will be given a copy of the player’s registration forms at the end of the draft.   Coaches are required to submit to Parks & Recreation a form given out at the draft of their team name, players, shirt sizes and colors for the procurement of jerseys. Coaches will also be assigned practice times when these sheets are presented to Parks & Recreation and not any sooner.

h.       Only Head Coaches and league directors shall be present at the draft. If the head coach cannot attend, his or her spouse may stand in.

i.        Any other disputes or questions relating to the draft shall be resolved by the League Directors with the advice of the coaches and the approval of the Basketball Board.
